Scott Fryer
Scott Fryer attended Harding University and later transferred to and graduated from the University of Arkansas at Little Rock with a Bachelor of Science degree in Accounting in 1985. He has been with the Arkansas Department of Finance and Administration since 1989, serving as a Tax Auditor, Tax Auditor Supervisor, Manager, and Assistant Administrator in the Office of Income Tax Administration. From 2012 to 2023, Scott managed the Department's Corporation Income Tax Section. In July of 2023, Scott became the Assistant Administrator managing the Individual Income Tax Section. Scott also led the team that developed the forms and procedures for the Pass-through Entity Tax (PET). Scott participates in the Multistate Tax Commission (MTC) Uniformity Committee, and he was on the drafting committee for the Model General Allocation and Apportionment Regulations adopted by MTC in 2017 and 2018.

Mackie Lowery
Mackie joined the Sales and Use Tax Section in November of 2005 as a tax auditor. She will soon have 15 years of service in sales tax.
Mackie worked for Burlington Industries 11 years (1988 to 1999) before going to work for the University of Arkansas at Monticello in October 1999 as the assistant registrar.
Mackie has three college degrees. The first degree is a Bachelor of Science Degree in Business Administration earned in 1988 from the University of Arkansas at Monticello. The second degree is a Master of Business Administration Degree earned in 1999 from the University of Arkansas at Little Rock. The third degree is a Bachelor of Science Degree in Accounting earned in 2007.
Mackie presently serves as a Tax Auditor II for the Sales and Use Tax Department. She enjoys assisting taxpayers with understanding Arkansas sales and use tax law.
Chanda Chadwick
Chanda Chadwick is a Revenue Tax Manager for the Excise Tax Administration of DFA. She has worked for DFA for 33 years. She is the Manager of the Withholding Tax Section.

Teresa Holland Local Taxpayer Advocate for the State of Arkansas
I am a 3rd generation IRS employee and have worked for the IRS since October of 1985 at the Austin Service Center. I moved to Arkansas in November of 1990 and held several positions in the Collection Office. I started working in the Taxpayer Advocates Office in March 2000 as a Case Advocate then as the Lead Case Advocate before taking the position as the Local Taxpayer Advocate. I have 20+ years of experience advocating for the taxpayers. It is my pleasure to serve the taxpayers of Arkansas.

Field Compliance Territory Manager-Dallas
Since 2019, Monica Herod has served as the Dallas Territory Compliance Manager, where she provides leadership for the Field Collection program. The Dallas Territory has more than 70 employees spanning over 4 states.
Monica began with the IRS in 2000 as a Contact Representative in ACS and has spent her entire career in Collection. She has worked in several locations across the country including Kansas City, MO; Tupelo, MS; and Houston, TX. She received her Bachelor of Science Degree in Computer Science from the University of Missouri. She currently resides in Dallas, TX with her family.

Velena McRae
Velena McRae-Stakeholder Liaison Velena McRae is currently a Senior Stakeholder Liaison in Dallas, TX. She has previously served as an Acting Manager for various Stakeholder Liaison groups across the United States. Stakeholder Liaison focuses on the local engagement of the payroll and practitioner community and stakeholder organizations to provide information about the policies, practices, and procedures the IRS uses to ensure compliance with the tax laws.
Velena started her career with the IRS in 1994, as a Revenue Agent in Dallas, TX. She examined high income taxpayers, large businesses, corporations, and partnerships. For several years, she specialized in Innocent Spouse cases and before becoming a Stakeholder Liaison, worked as an agent in the Abusive Transaction and Tax Avoidance schemes group.
Velena has a B.S. Degree in Accounting, a Master’s in Business Administration, Certification in Business Analytics, Professional Registered Parliamentarian, and a Texas Notary Public.

Donnia Scott -- Supervisor Internal Revenue Agents -- Group Manager
I have been a Group Manager for five years working in the Fayetteville, AR POD (Post of Duty). Two years as Group Manager for Tax Compliance Officers (TCO) and the last three years as Group Manager for Revenue Agent’s (RA). My current span of control includes RAs in Fayetteville, Fort Smith, Little Rock, and Texarkana. I have been with the Internal Revenue Service for 17 years as a Revenue Agent and currently Group Manager in the Fayetteville, AR POD. It is a pleasure to be able to talk with you today.

Georgia Thomas
Georgia is Area Manager of Stakeholder Liaison with Area 4 Stakeholder Liaison Field Operations in Houston, TX, which is a Division of the Internal Revenue Service (IRS).
She began her career with the Internal Revenue Service in 1979 as a Taxpayer Service Representative. Some of her other positions include Revenue Officer and Revenue Officer Manager in the Collection Division. She has been a VITA volunteer; Coordinator for the Electronic Filing Program; Coordinator for the Combined Federal Campaign (CFC). As a Stakeholder Liaison, she worked with Relations for Taxing Authority and IRS/CPA Study Group; coordinated the Disaster Assistance efforts for the Area and served as liaison for Outreach efforts.
Georgia is a lifetime member of Federally Employed Women (FEW), which is a non-profit organization concerned about the advancement of women in government. She is actively involved both nationally and locally.
She holds a BBA degree in Marketing from the University of Texas at Austin and is a certified Mediator. She is the mother of three children. She enjoys reading, sports and cross-stitch.

Melody Pettit
Melody Pettit is a Division Manager I in the Department's Taxpayer Access Point (ATAP) service, which is an online platform designed to streamline the tax filing process for Arkansas taxpayers. The ATAP service allows taxpayers to file and pay taxes online, view their tax account information, and communicate with the Department. The system is user-friendly and offers a range of services to both individuals and businesses, including filing sales tax returns, remitting withholding taxes, and paying income taxes. The ATAP service offers a secure way for taxpayers to manage their tax obligations, reducing errors and delays in the process.
Melody began working for The State of Arkansas in February 2013 as an ATAP representative. She was also a DFA Tax Investigator for six years and the central Arkansas Tax Investigator Supervisor for three years.
